Statement of Issue:
On April 30, 2019, bids were opened for the Ocean View Estates Parking Lot Expansion Project, CC-1580. Staff requests that the City Council award the contract to MK Construction, Inc., the lowest responsive and responsible bidder.

Financial Impact:
Funds for the project are available in the Infrastructure Fund account 31440001.82000. The total estimated project cost is $85,000 which includes the construction contract, contingency, and supplemental expenses.

Recommended Action:

A) Accept the lowest responsive and responsible bid submitted by MK Construction, Inc., in the amount of $65,170.00; and,

B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.

Alternative Action(s):
Reject all bids, and provide staff with alternative direction.

Analysis:
The City proposes to provide an additional 14 on-site parking spaces for the existing Ocean View Estates ("OVE") mobile home park located at 7051 Ellis Ave. OVE is a City-owned mobile home park comprised of 44 mobile home spaces. The OVE residents have requested the City to provide additional on-site parking along the easternmost drive aisle. This area currently has 10 angled parking stalls and 1 non-conforming handicapped parking stall, which does not allow for overnight parking. The City's proposed project will provide for 14 additional angled parking stalls, and will re-stripe the existing handicapped stall to comply with the current code requirements.
