Accept bid and authorize execution of a construction contract with International Line Builders, Inc. in the amount of $269,016 for the traffic signal modification at the intersection of Goldenwest Street and Heil Avenue, CC-1492; and, appropriate Traffic Impact funds for construction and approve change orders not to exceed 15 percent

Statement of Issue:
On February 20, 2019, bids were opened for the traffic signal modification at the intersection of Goldenwest Street and Heil Avenue. City Council action is requested to award the contract to International Line Builders, Inc., the lowest responsive and responsible bidder.
Financial Impact:
The total estimated project cost is $429,368. Grant fund expenditures to date total $84 and matching fund expenditures to date total $126. Funds in the amount of $251,772 are available in Highway Safety Improvement Program (HSIP) grant Account 99590002.82700. Funds in the amount of $46,706 are available in Gas Tax Account 20790044.82700 for a portion of the City's match. For the remaining match, staff is requesting an appropriation of $130,680 from the undesignated Traffic Impact Fee Fund Balance to account 20690007.82700. The additional funds over the construction contract costs will be used for city-furnished equipment purchases and costs not reimbursable through the grant program.
